Add Address [Alt+D]

This command allows you to add a new address or correct the location of an existing address. The map display must be in Base View or ZoomIn for this command to be used. Type in the address and place the crosshairs at the location and press the pick button on the mouse. An address can be any series of letters and numbers, e.g. Spring High School, City Hall, Pizza Hut #1, 127 Paramatta Ln. If adding street intersections to the data base add a tilde[~] between the street names, i.e. Charles St~Sycamore Ln. The tilde is necessary for the program to place the intersection name in the proper file.

AniAli Search [Alt+A]

This command will retrieve the address or, if wireless, the latitude/longitude of the latest 911 phone call and display the location. This command can be activated by double-clicking the right mouse button. This command is not available to users who have not purchased this feature, are not connected to the server that obtains the incoming calls or do not have the correct path to the file that holds the incoming information.

Attaching Information to an Address

There are four (4) methods to attach information to an address.

Method 1:  Go to Menu -> Utilities -> Address Information.  Enter the address and click on Okay.  Enter up to 5 lines of information.  This information will be displayed automatically when the address is displayed.

Method 2:  Create a *.htm file (webpage) and use the address for the file name, e.g., 106 Cliffview Ln.htm.  Place the file in the \MoreInfo folder.  When the address is displayed a flashing arrow appears on the screen under the “i” tool button.  Click on the “i” tool button to display the webpage.

Method 3:  Create a *.hta file (HTML Application) and use the address for the file name, e.g., 106 Cliffview Ln.hta.  Place the file in the \MoreInfo folder.  When the address is displayed a flashing arrow appears on the screen under the “i” tool button.  Click on the “i” tool button to display the *.hta file.

Method 4: Create a *.jpg file (i.e. photograph of the residence) and use the address for the file name, i.e. 106 Cliffview Ln.jpg.  Place the file in the \MoreInfo folder.  When the address is displayed a flashing arrow appears on the screen under the “i” tool button.  Click on the “i” tool button to display the image. 

You cannot have more than one file per address.  If you do, the precedence order is *.htm, *.hta then *.jpg. This means that only the *.htm file will be displayed.

Notes on displaying *.htm, *.hta or *.jpg files:

A. *. htm (webpage)

- Use the suffix "htm" for your webpage.  QSTview will not recognize the "html" suffix.

- The first time you request a *.htm file you will be prompted to select Iexplore.exe to view the file.

- To turn off the “Information Bar” in Iexplore.exe – Go to Tools -> Internet Options -> Advanced tab.  Scroll to the “Security” section and place a check mark next to “Allow active content to run in files on My Computer”. Click on Apply.

- To give more viewing area go to “View” and turn off “Status Bar” and all items in “Toolbars” and “Explorer Bar”.

B. *.hta (HTML Application)

- The advantage of using *.hta is that you do not have the security settings to worry about when using a webpage.  The display does not have the toolbars, address bar and status bar that the webpage has, thus decreasing the amount of screen area needed for a display.

- This application uses the MSHTA.EXE file in the <Windows directory>\System32 folder.  The program requires the presence of Internet Explorer version 5 or higher on your computer to run.

C. *.jpg (image file)

- Use the suffix "jpg" for your file name.  QSTview will not recognize "jpeg".

- QSTview creates the file ADRLINE.HTA to display the image file.  When the "i" button is clicked, the image will be displayed in a normal window for two (2) seconds and then will be resized and repositioned to the lower left corner of the screen.  The image can be moved, maximized or resized by gripping and dragging the borders of the box.

Backing Up and Restoring Map Files

Whenever additions or revisions are made to the map you will be prompted to save the map files when ending the session. You may backup the files upon demand by using the command in the UTILITIES pull-down menu. If the map files become corrupt they can be restored by using Utilities->Restore Map Files from Backup.

Checking and Repairing Address Files

This command allows you to check and repair address files that may have become corrupt data in them. Address data must be in th following format: Address X-coordinate Y-coordinate The command will search all the files in the \Adrfiles folder and remove any addresses that do not have this format.

Copying or Moving Software

If you (a) copy QSTview to another computer, (b) move QStview to another drive, or (c) rename the QSTview directory follow this procedure:

1. Copy all the files in the QSTview directory and copy/move them to the new destination.

2. Delete the files Address.txt and qstview.pth from the directory at the new destination.  These two files are unique to a particular location on a workstation and will be rebuilt when you launch Qstview from the new destination.

3. Go to Menu -> Utilities -> Settings and reset the paths to files and folders, as needed.

Error Messages

"<address> NOT FOUND" - The address entered is not in the data base.

"ANIALI FILE NOT FOUND." - The file that contains the data from the phone company is not available. This message appears if (1) the AniAli routine was not purchased with this software, (2) the path to the file is incorrect, (3) the server that holds the file is not on-line, or (4) the program that produces the file is not working properly.

"CONFIGURATION FILE IS CORRUPT!" - The QSTview.CFG file has values in it that will not work. Copy
QSTview.CFG file from CD-ROM to the QSTview.exe directory.

"CONFIGURATION FILE NOT AVAILABLE" - The QSTview.CFG file is missing from the application's directory. Copy QSTview.CFG file from CD-ROM to the QSTview directory.

"COUNTY.QXF FILE NOT AVAILABLE" - The file used to display the entire county or parish is missing from the application's \MAPFILES sub-directory. This will not prevent the other commands from working properly. Copy the COUNTY.QXF file from the CD to the \Mapfiles sub-directory.

"FILE STREETS.DAT MUST BE IN THE \ADRFILES SUBDIRECTORY" - The STREETS.DAT file contains the street names which supports many of the commands. It is probably missing or has become corrupt. Reinstall it from backup diskettes or another computer.

"FILE INTERSEC.DAT MUST BE IN THE ADRFILES SUBDIRECTORY!" - The INTERSEC.DAT file contains the intersections names. It is probably missing or has become corrupt. Reinstall it from backup diskettes or another computer.

"NO MAP FILES TO DISPLAY" - This message normally will be displayed when you pan outside the limits of the map. Pan in the opposite direction to display the map. It will also appear if a latitude/longitude is entered which is outside the map limits. Reset by doing an address search or use the ZOOM -> ZOOMALL then ZOOM -> Zoom Center command.

"LAT/LONG VARIABLES FILE IS MISSING." - The variables file which supports latitude/longitude calculations is missing. Copy LATLONG.VAR file from CD-ROM to the QSTview directory.

"PRINTING PROGRAM IS MISSING FROM APPLICATION DIRECTORY" - The software that supports printing the map is missing. Copy PRINT.EXE file from CD-ROM to the QSTview directory.

"STATE/ZONE DATA FOR GPS CALCULATIONS NOT IN FILE" - The variables file which supports
latitude/longitude calculations is missing. Copy LATLONG.VAR file from CD-ROM to the QSTview directory.

Exit [Alt+X]

This will exit the program. If you wish to load another application, minimize QSTview and proceed with the other program. If you exit QSTview the last screen display is saved and will be redisplayed automatically when the program is restarted. Any polylines, text, symbols or addresses added during the session will be saved to the appropriate map file.

FindInter [Alt+I]

This command allows you to display a list of intersection names that have a particular set of consecutive letters in them. This is helpful if you know part of one of the street names but are unsure of the correct spelling. If you enter only one or two letters the list will be too lengthy and the program will display only the first 200 names. Increase the number of letters in the street name to shorten the list. Select the intersection name and click OK or double-click on the desired name.

FindName [Alt+F]

This command allows you to display a list of street names that have a particular set of consecutive letters in them. Select the street name and click OK or double-click on the desired name.

If an interstate highway crosses your service area the data may have mile markers defined. Type in the word "mile" (without the quotes) or the interstate's number, i.e. I-77, to obtain a list of the mile markers. Select the location from the list you wish displayed.

Get Address

This command allows you to find the nearest address to a location selected on the screen.  Upon execution of the command the screen is refreshed and shows the street name insertion point with an orange dot. (Prompts in the status bar will assist in execution of this command.)  Select the dot next to the street name to limit the address search to this street only.  Next, cross hairs will appear.  Place the cross hairs at the location at which the nearest address is to be determined and press the pick button.  The routine finds the two nearest addresses and then interpolates or extrapolates an address for the location.  This is not necessarily an existing field address but a calculated address based on nearby addresses.  When the nearest address is found an "X" in a green box will mark the location you selected and an address arrow and label will show the address.

If you wish to find an address without regard to a specific street, select any blank spot of the map (instead of an orange dot) and then select a location. 

An "X" marks the location you selected and an address arrow will show the address.  In the status bar (left side) the distance between the address and location selected will be shown.  The address shown is in the address data base, whereas, the address obtained by the procedure in the first paragraph is a calculated address and may not exist in the data base.  If no address is within 5000' of the location selected, an audible warning will be given and a message will appear on the status bar.  This warning will also appear if a specific street name is picked and no addresses are in the data base for the street..

GPSFind [Alt+G]

This command allows you to enter the latitude and longitude that someone has obtained from a GPS receiver and display that location. If you do not enter 6 digits for latitude and 6 digits for longitude an alert message will appear. For example, enter N 35 deg 4' 6" as 350406 in the latitude text box.

If an alert message "NO MAP FILES TO DISPLAY" appears, the lat/long that you entered is not within the service area map boundaries.

Keyboard Search [Alt+K]

A dialog box will appear for the entry of an address. If a street number and street name are entered and the specific address is not in the data base, the program will remove the street number and search for the street name only. If the street name is not on file an alert box will appear informing you that the address does not exist, i.e. not on file. The address is written to MISSING.ADR file located in the \Storage sub-directory.

LatLong [Alt+G]]

After selecting the command the cursor will become cross-hairs. Place the cross-hairs at the desired location and press the pick button. An arrow with the latitude and longitude text will be displayed.

 Monitor Resolution

QSTview determines your monitor resolution for display settings. Support resolutions are 800 X 600 and 1024 X 768.  If the values obtained are not standard (this occurs when multiple monitors are connected to a graphics card) then the program will use a default resolution of 1024 x 768.

Navigate

This command is normally used to plot a navigation course for boating operations. After selecting the command place the cursor at the starting point. Press and then release the pick button. Move the line to the next point on the course. Press and then release the pick button. Continue adding legs to the course and then press the right mouse button after the last leg has been entered. This will end the command and display a dialog box with the compass bearing, distance in feet and the latitude and longitude of the end of each leg.

To continue adding legs to the course (panning if necessary to display another portion of the map) begin the navigate command again, pick near the end of the last leg and continue adding additional legs.

If you draw a line on the screen and pick the right mouse button before pressing the pick button (left mouse button) a line will be displayed on the screen but will not be added to the navigation data. When the right mouse button is selected to end the command the line will disappear.

Use the Navigate Clear button to remove the course from the screen and the navigation data base. The
information will also be cleared if you exit the program.

This command is useful if you need the distance between two points. Simply select the Navigate command and pick two points using the procedure above. A Navigation dialog box will appear with the data for a single leg.

Pan [Alt+N]

Pan allows you to shift the map in any direction. Place the small crosshairs at any location on the screen and click the pick button on the mouse. The location selected will be placed in the center of the screen. To end the command press the right mouse button.

Previous Addresses [Alt+P]

A dialog box will appear with previous addresses of 911 incoming calls and the addresses of recent keyboard searches. The list is arranged with the most recent address at the top. Double-click on an address to display the location.

Printing [Alt+R]

Printing is done by a separate executable program PrintQST.exe which is called by the PRINT command. It has is own HELP file.

If you do not have a printer attached to your computer or if a printer is not configured, the printing application will not be usable.

Special Features

If a warning appears on the screen that a particular address is not found, the address in written to the
MISSING.ADR in the \Storage sub-directory. If it is a valid address it can be added to the data base using
the ADD ADDRESS command.

When new addresses are added to the data base of one workstation these are placed in the appropriate file in the \Adrfiles sub-directory and are also placed in the NEWADDR.DAT file in the \Storage sub-directory. To update other computers copy this file to a diskette and have the other user place the NEWADDR.DAT in the the directory that contains the QSTview.exe program. Start QSTview. The addresses will be placed in the appropriate address file.

The same procedure exists when adding or erasing entities from the map. The information is placed in
NEWMAP.DAT file in the \Storage sub-directory. Copy this file to a diskette and have the other users place the file in the QSTview directory. Start QSTview. The map files will be updated accordingly.

Split Screen Operation

The following procedure explains how to produce a split screen for two active programs.

Launch QSTview.exe then select Menu Bar -> Print.  Right-click in an empty space on the task bar at the bottom of the screen.  Select "Tile Windows Vertically".  Drag the applications to the upper corner of the screen and resize the windows by gripping and dragging the borders.

Toolbar Commands

AniAli Search - This will display the address of the latest 911 phone call. This command can also be activated by double-clicking the right mouse button.
Keyboard Search - This will display the address entered at the keyboard.
Previous Addresses - This displays a list of previous addresses. The list will consist of addresses of incoming 911 calls and keyboard searches. Double-click on an address to
display location.
Find Name - Enter a portion of street name and press Enter. A list of streets containing the letters entered will be shown in a dialog box.  Double-click on the name to display the location.
Find Intersection - At the command line, enter a portion of one of the street names that form the intersection you wish to find. A list of intersections containing the letters entered will be shown in a dialog box. Double-click on an intersection to display the location.
LatLong - Place the cross-hairs at the desired location and press the pick button. An arrow with latitude and longitude text will be displayed.
GPS Find - Enter the latitude and longitude in the dialog box.  Be sure to use six digits (entering a preceding zero for single digits of minutes and seconds). The location will be displayed.
New Address - This will allow the entry of a new or existing address at the keyboard. Use the crosshairs to locate the map location and press the pick button on the mouse. If an existing address is entered, the address data base will be modified to the new location.
Print - Executes printing application. Printing can be black/white or color.
View Level 1 - Displays a zoomed-in view of the map..
View Level 2 - This will zoom out from View Level 1.
View Level 3 - This will zoom out from View Level 2.
View Level 4 - This will zoom out from View Level 3.
Zoom All - This will display a view of the entire service area map.
Zoom Center - Place the crosshairs at the center of a location on the service area map you want to display and press the pick button.
Zoom Previous - This will zoom back to previous views.
Pan - This allows panning of the display. Place the "+" cursor at a location on the screen and press the pick button. The location selected will be moved to the center of the screen.
Get Address - This allows you to find the nearest address to a location selected on the screen.
Navigate - This will display the courses between points selected on the screen. Press the right mouse button to stop the command and display the navigation data.
Redisplay - This redisplays the navigation data dialog box.
Navigate Clear - This will remove the lines created by the Navigate command and remove the navigation data base.
Drawing Parameters - Allows for selection of color and line type of new polylines and for the selection of color and height for new text.
Draw Polyline - Adds a polyline to the drawing. Prompts appear on the status bar at the lower left corner of the screen.
Insert Text - Permits insertion of text at the angle selected.
Undo - Removes the last entity added to the drawing.  Continuous selection of this command will remove all polylines and text inserted during the current session.
Move Text - Moves text to a new location and rotation.
Erase Text- Removes the selected text from the drawing.
Selection point is at the lower left corner of the text.
Erase Polyline - Removes a polyline from the drawing.  The polyline must be selected at one of its ends or at any vertex point.
Edit Text - Allows modification of text. Selection point is at the lower left corner of the text.

Layer Control - Allows layers to be turned on or off for display purposes. Permits new layers to be added and allows selection of current layer which controls on which layer new entities are placed.

Additional Address Information - Displays a web page (*.htm), HTML application (*.hta) or an image file (*.jpg) for the address.
Help - Displays help documents.
Exit - This will exit the drawing and return you to the Desktop.

Tools [Alt+T]

Note: All the following commands are password protected. See your administrator to get authorization to use the editing commands.

The insert and erase commands in the Tool menu will display prompts on the status bar at the lower left corner of the screen. The commands will repeat until the right mouse button is pressed. Either Base view and ZoomIn view may be used to insert or erase entities. If ZoomOut1 or ZoomOut2 is active the program will redraw the screen for the Base View. When using the following commands: INSERT TEXT, EDIT TEXT or MOVE TEXT the text insertion point will be highlighted with an orange dot. These dots will disappear when the command is ended.

Note: If, while using the editing tools, polylines and text to not appear on the screen go to
Utilities ->Layer Control and turn the current layer on.

Drawing Parameters for Polylines and Text - Allows selection of color and line type for polylines and for selection of color and height for text. Also, the current layer can be selected in this dialog box. The current layer is the layer on which the new entities will be added.

Drawing Parameters for Symbols - Allows selection of type and color of symbol. The symbol will be placed on the current layer.

Draw Polyline - Adds a polyline to the drawing. Prompts appear on the status bar at the lower left corner of the screen.

Insert Text - Adds text to the drawing at the rotation angle selected.

Edit Text - Select the text near the insertion point which is its lower left corner. A dialog box will appear with the text. Edit the text and pick okay to modify the text.

Move Text - Select the text near the insertion point which is its lower left corner. The text will be removed from the drawing and a prompt will appear on the status bar requesting a new location. Pick the new insertion point and move the cursor to another point to define the new rotation. Since the first part of the command erases the text then the text at the original location can be restored by using the REDO command. The text at the new location may be removed by using the UNDO command.

Insert Symbol - Adds the symbol selected in DRAWING PARAMETERS FOR SYMBOLS to the drawing.

Redo - Restores the last entity erased from the drawing. Continuous selection of this command will remove all polylines, text and symbols erased from the drawing during the current session. A session ends when the EXIT command is picked.

Erase polyline - Removes a polyline from the drawing. The polyline must be selected at one of its ends or at any vertex point. If you select an end point that is also an end point of another polyline then the first polyline in the map data base will be erased.

Erase Text - Removes text from the drawing. The text must be selected near its insertion point which is its lower left corner.

Erase Symbol - Removes a symbol from the drawing. The selection point is at the center of the symbol. The leader symbol consists of an arrowhead and a polyline. To remove a leader erase the arrowhead with
ERASE SYMBOL and erase the polyline with ERASE POLYLINE.

Undo - Removes the last entity added to the drawing. Continuous selection of this command will remove all polylines, text and symbols added to the drawing during the current session. A session ends when the EXIT command is picked.

Trouble Shooting

PROBLEM: While searching for an address a previous address appears on the screen and this continues no matter what address is entered.

CAUSE:  This usually occurs if (1) the QSTview folder is copied from one computer to another, (2) the QSTview folder is renamed, or (3) the QSTview folder is moved to another drive.  Configuration files may not have the same paths for QSTview.exe to locate the data it needs.

SOLUTION: Delete the Address.txt and QSTview.pth files located in the same folder as QSTVIEW.EXE and launch QSTVIEW again.  The map of the county/parish will appear on the screen.  Select the toolbar button to begin a new search.

PROBLEM: The Layer Control dialog box contains names that are not layer names.

CAUSE: Data was not written to the file correctly from a function because of a corrupt file.

SOLUTION: Delete the Layer.dat file in the QSTview folder and restart program.  In will take approximately 30 seconds for the program to automatically rebuild the file.  Any layers that do not have entities on them will have to be recreated.

PROBLEM: The street address is not the first line in the address information box.

CAUSE: The data in the file is out of sequence.  The sequence is street address, information line 1, information line 2, information line 3, information line 4, and information line 5.

SOLUTION: This file is an ASCII text file.  Load it into a text editor or word processing program. Move the cursor about half-way down the file and place the cursor on a line preceding a street address line.  Divide the line location by 6 the answer should be an integer (a number with no decimal fraction).  If the answer in not an integer, then extra lines or extra blank lines are above the cursor.  If the answer is an integer then the problem lies below the cursor.  Continue using this technique to zero in on the problem lines.  When corrections have been made be sure to save the document to the original ASCII text format.

PROBLEM: QSTview will not launch.

CAUSE: The Address.txt file has become corrupt or has invalid information in it.

SOLUTION: Delete the Address.txt file (located in the QSTview.exe directory).  Launch QSTview.exe and then go to UTILITIES->Check and Repair Address Files.  This command will remove (1) blank lines, (2) coordinates not attached to an address and (3) addresses that do not have both coordinates (X, Y).

PROBLEM: QSTview freezes up.

CAUSE: The data in the Address.txt file is corrupt.

SOLUTION: Delete the Address.txt file (located in the QSTview.exe directory).  Launch QSTview.  The county map will be displayed and a new Address.txt file will be created.

Uninstalling QSTview Software

To uninstall the software follow this procedure:

1. Go to My Computer -> Control Panel -> Add/Remove Programs.
2. Highlight QSTview software for removal.
3. Certain files are created by QSTview after its installation and these files
    will not be removed by Steps 1 and 2.
4. Delete the folder in which QSTview was installed.
5. If the setup routine was not used then the QSTview folder can be safely
   deleted to uninstall the software.

Utilities [Alt+U]

Layer Control – Allows layers to be turned ON or OFF for display purposes, for the selection of the current layer, and for the addition of new layers. The current layer is displayed on the status bar.

Backup Map Files – Backs up map files for recall if map files in the \Mapfiles folder become corrupt.

Settings – 1. Path to the AniAli address information file. 2. Path to the file that contains additional address information 3. Path to Iexplore.exe. 4. Path to MoreInfo folder. 5. Path(s) to support Special Functions (if activated). 6. Default view level. 7. Audible alarm ON/OFF. 8. Adjacent Map Factor (decrease number to enlarge map).

Add/Edit Address Information – See Attaching Information to an Address.

Rebuild Layer File – If the layer file becomes corrupt for any reason if will be obvious by trash or missing layers in the Layer Control Dialog box. Delete the file “Layers.dat” in the programs folder. Then use this command to scan all the map files and rebuild the layer file. Any layers created and not used will have to be recreated.

Check and Repair Address Files – Checks and repairs address files if data is not in proper format due to blank spaces or if missing one of the coordinates.

Restore map files from backup – If files become corrupt or get deleted by accident, this can be used to restore the last backup you made.

Password for Edit Commands – Allows entry of a password for authorization to use the edit commands.

Activate a Special Function – Activate a special function that was provided at the request of a county/parish. Usually this will display the Settings Dialog box for entry of path(s) to external routines. Browse to these files and click OKAY. The menu bar will be updated to show the command to the special function. If you select CANCEL in the dialog box the menu bar will not be updated until you exit and restart QSTview. Check with your administrator for the availability of any special function(s).

Deactivate a Special Function – This will reset the menu bar and the command for the special function will not be available.

Zones Inquiry – This feature is only available to organizations that have requested it. This command prompts the user to select a location on the screen. A dialog box will appear that shows which zones the selected location is in, e.g., fire, ambulance, EMS, jurisdictions, etc. This command will not show up in the Utilities menu unless the boundaries of the zones are defined in the subfolder “Zones”.

Zoom [Alt+Z]

View Level 1 – Displays a zoomed-in view of the map.

View Level 2 – This will zoom out from View Level 1. This is the default view level.

View Level 3 – This will zoom out from View Level 2.

View Level 4 – This will zoom out from View Level 3.

Zoom All – Displays an outline of the entire map with prominent roads, boundaries, and water features.

Zoom Center – This will display a portion of the map about a point elected on the Zoom All view.

Zoom Previous - This will zoom to the previous view. You can walk back through all previous views since the beginning of the session by continually clicking the button.

Adjacent Counties/Parishes – This will display a map of surrounding counties or parishes. The “X” on the map shows the location of the address or latitude/longitude.
